The Missouri Public Service Commission (PSC) can help resolve disputes with utilities regarding electric, natural gas, water and sewer service, and very
limited aspects of local telephone service.
Consumers must first try to resolve their dispute directly with the
utility before contacting the PSC for assistance. It is important to note that the PSC does
NOT regulate
electric cooperatives, municipal utilities, wireless or long distance telephone service providers, cable companies, or internet providers.
If consumers are unsuccessful in resolving their concern directly with the utility, they can file an informal complaint/inquiry with the PSC by one of the following options:
- Complete the form below. Once the form is completed, click the ‘Submit’ button to file the complaint/inquiry. Consumers may be required to mail a copy of their
bill, with the disputed charges circled or marked to Missouri Public Service Commission, Consumer Services Department, PO Box 360, Jefferson City, MO 65102.

Register in the
PSC's Electronic Filing System (EFIS) and complete the New Complaint/Inquiry e-Filing.
- Print the Informal Complaint form and mail it and any attachments to the Missouri Public Service Commission, Consumer Services Department, PO Box 360, Jefferson City, MO 65102.
- Contact the PSC via e-mail at consumerservices@psc.mo.gov.
- Contact the PSC by phone at (573) 751-3234 or (800) 392-4211.
Consumers can submit a comment regarding a utility provider regulated by the PSC using the
New Comments e-Filing
or
Comment Form link.
Registration in EFIS is not required, however, creating an account will allow the user to view their submission and receive notifications.
