I am an Odessa resident formally protesting Case No. GR-2026-0133. My February 2026 bill ($200.36) proves a structural failure in Missouri’s rate-setting. My Delivery Subtotal ($102.91) now exceeds the actual cost of Gas ($85.65). Comparing my Feb 2025 bill to Feb 2026, my delivery rate skyrocketed 63% from $0.37 to $0.60/Ccf. While Spire CEO Scott Doyle recently told investors that 2026 "constructive outcomes" led to a 33% profit jump for the Gas Utility segment, I am testifying that these "wins" were extracted from my household budget. I object to being a forced investor in Spire’s assets via ISRS and SB4 "Future Test Years." Shareholders receive all growth while customers bear 100% of the risk. Our gas bill has increased from $52 in November 2025 to $178 in February 2026. Our delivery is costing more than our gas we are using. I object to acting as an involuntary investor for Spire’s infrastructure via constitutional rate spikes. |

I feel this raise in delivery is unreasonable. I am a mother of 6 kids in our home and struggle to make ends meet each month. Not only does it hurt me it hurts several others who struggle as well. |

According to my bill that I can hardly afford anymore, the delivery of gas is far exceeding my usage. How is that possible? How can I pay for more “delivery” of gas that I am using? I object to acting as an involuntary investor for Spire’s infrastructure via unconstitutional rate hikes. |
